Blocking app downloads

I'm setting up Surface Pro tablets for our sales staff & will be giving each user their own log-in. I know I can set parental controls to set what websites they can & can't visit, but is there any way to set it up so only Admin can download & install apps?

I don't want the sales staff to be able to create a Windows account & add unnecessary apps. Is this possible & how?

A couple of options:

1) Don't give them Microsoft Accounts, but rather just make them local users of that PC. This prevents them from installing apps through the MS store.
2) If you have Server 2012, enforce group policy. Managing Client Access to the Windows Store and How to Add and Remove Apps
