Question about screen

Is it normal if I can touch any tile, scroll in my browser without touching the screen? This is not something that is happening all the time but sometimes when my finger is above the screen for about 2 or 3 milimeters it's like I am really touching the screen.

Did you try this without supersensitive touch? I can only do that when supersensitive touch is activated.

It is on supersensitive all the time by default. Is there a special technique how can I normally do that all the time? And is there a way to force the phone to work like Galaxy S4 without touching the screen? I am just interesting in the hardware limitations.
