I don't think it's the OS it's mostly the coding in the apps, for example some apps still aren't being released with fast resume support, that alone can cause the resuming screen or even a splash screen. Another reason might be that some devices could be running low on RAM causing apps to not...

It is exactly like the Lumia call filter, in fact I wouldn't be surprised if they just took the code from that and built it into the OS.

The workaround for this is to use your Xbox, Windows 8 PC or even the Xbox music site too add music to playlists and they'll show up in the app. I'm not too happy with it either and I don't know why they removed the legacy app if they didn't have that section done yet.

If you own and drive an automobile made in the last 9 years this feature is a must. The absence of it the past two builds are what kept me on 8.1. Music pass support or lack thereof also was an issue.

Last phone I've ever bought a screen protector for was my HTC touch pro 2 it's just an unnecessary expense, especially since most OEMS (HTC,Nokia/Microsoft, and Samsung) put protective coating on touch screens in modern smartphones.
