I have the EXACT same issue. this seems to be a HORRIBLE bug... other devices can see my phone broadcasting an SSID I cannot ever turn off. I'm not amused.

do this - go to messaging settings and turn off SMS and chat backup. Then try to sync, if that works let us know!

this is what i'd hate to do to "resolve" the issue.. but it seems may be the problem. i just dont want to delete this and STILL have issues. pointless dataloss then. Wish there was an official response from Microsoft regarding this bug/issue/defect.
