Diablo 4 players are angry, blindsided by major changes — so, why is there no PTR?

Diablo 4 Patch 1.1 has just dropped and players are spitting hot takes by the dozen over the defence and damage output nerfs affecting most classes, and what seems to be a lacklustre season mechanic with the Malignant hearts. Could this have been avoided with a Player Test Realm (PTR) as in previous Diablo games?

Thank you for an Honest review.
I guess they took Nightmare serious in this one. Because they really turned this game into a 100% nightmare to play.
Drops suck.
Fun level at an all time low.
Refusal to listen to the fan base.
NERF!! Enough Said!
Rebuilding a character over and over to counter their nerfs is just simply too much.

I have more fun going to work. And for the record, I HATE MY JOB!!!!
