Basically from an AT&T perspective you should be able to pick one of these up on ebay etc and be able to use it on AT&T's HSPA (non-LTE) network no problem. If you live somewhere w/o LTE coverage not a real deal breaker. Even if you do live somewhere with LTE you should still be getting in the Mb/s download ranges easily which unless your uploading massive videos or something shouldn't be an issue either. Should still be able to stream a high quality video on youtube/netflix etc no problem with HSDPA speeds.

T-Mobile USA as taken from T-Mobile US - Wikipedia, the free encyclopedia

Frequency Band Band number Radio Interface Generation Status Notes
850 MHz 5 GSM/GPRS/EDGE 2G Roaming Not operated by T-Mobile, except for CMA629 in SC after the acquisition of SunCom. Competitor 850 MHz networks are accessible via roaming agreements.
850 MHz CLR 5 UMTS/HSPA+ 3G Roaming Not operated by T-Mobile. After the failed acquisition of T-Mobile USA by AT&T, part of the failed acquisition was a 7-year AT&T 3G roaming agreement.
1900 MHz 2 GSM/GPRS/EDGE 2G In Service
1700 MHz AWS 4 UMTS/HSPA+ 42Mbit/s 3G[60] In Service Has marketed 3G HSPA+ as "4G" since 2010. Covers 229 million POPs as of Oct, 2013.[61]
1900 MHz PCS 2 UMTS/HSPA+ 42Mbit/s 3G In Service/Building out Moving 3G HSPA+ traffic to this band.[62] Covers 203 million POPs as of Oct, 2013[61]
1700 MHz AWS 4 LTE 4G In Service/Building out Covers 203 million POPs as of Oct, 2013[61]

Again you are not going to get LTE from Tmobile on this as the 1700 LTE band is not available on the 1320. However for GSM you will definitely get the 850 roaming network from ATT that Tmobile can use.. You should also get the 1900 GSM band used by Tmobile which is what they are moving 3g traffic to according to Key slides from T-Mobile's third quarter 2013 earnings report - FierceWireless (link from wikipedia).

So either way for T-mobile or AT&T you should be able to use the phone successfully with HSDPA/HSUPA speeds on those carriers. You will not get LTE though on either carrier.

For the price of the 1320, you can buy a 1520 for $50 dollars more on eBay. I purchased mine from there sealed, brand new and I got it work with H20 Wireless, which use the AT&T network but much more cheaper the monthly fee.

Yeah the price difference atm on ebay is kind of pointless but this is because of the newness of the phone and price gouging on it on ebay at the moment. I'm guessing after this phone has been out for 3-4 months that we'll probably/hopefully? see the pricing more like the 520 did where the retail price == 120$ but realistically it's being sold for 50-80$ very frequently. But yeah again totally agree with you at the moment for 50$ difference it's kind of pointless to buy the 1320.

Kurt, just so you are aware, there are different models of the 1320, for different areas of the world. Have a look into the RM-995 model which is the Latin America model. This has the frequencies for AT&T's LTE network by the looks of it.

I can confirm the model I recieved from Newegg here in the US is the RM-995 Latin American version but was marketed and sold as the 994 model. Newegg also markets and sells the 1520 with the wrong information as well. I also checked the IMEI against Nokia support here in the US and it shows in warranty.

Bands for my model are as follows,
WCDMA 850/1700/1900/2100
LTE 700/850/1700/1900

Looking at the specs it appears this will function on AT&T and T-mobile without issue.

I see that you owned the Latin America variant, model 995. Did yours say E, H, and H+ on the top? mine does and I'd rather it be the regular way it is here in the states. Thanks.
