why does MS pretend it has a photo app?

Every once in a while I notice the Photo app has been updated. So I check to see if the "People" tagging has been updated. That is, to see if it actually has scanned all my photos - no it hasn't. And does it allow me to manually correct mistagged photos - no it doesn't. And does it allow me to add tags to photos - no it doesn't. Does it display who it has tagged in a photo - no it doesn't. Does it allow me to ignore people tagged in the background of public photos - no it doesn't. Does it allow me to tag pets - no it doesn't.

It does have some nice features. And I like the price. But really. Should I just add this to the "Microsoft has no commitment to home / consumer / not-enterprise users" file?

I just checked the Microsoft Community support forum. Could not find Photo listed as a Microsoft app. And searching "Photo app" turned up a list of questions - but none had been answered.
