Wi-fi calling not working

I have the AT&T locked model running on Red Pocket, using the AT&T network. (waiting for an unlock code) The Red Pocket sim in my unlocked iphone X works without issue. On my surface duo when I move the slide switch for wi-fi calling it says "unable to activate Wi-Fi calling. Please try again later" Anyone have any suggestions?

I'm using Cricket which is owned by AT&T. Cricket does this thing where they block certain features for certain phones. For example, they will only allow certain phones to use wifi hotspot. Maybe Red Pocket is doing the same with wifi calling. If you haven't already, you could call them up and ask.

Thanks, but the Red Pocket sim has wifi calling in my unlocked iPhone X... suppose it could be related to the fact the phone is still locked but not sure..
