Windows Tells Me USB Drive Has Insufficient Space

I've been using a USB Flash Drive to backup all of my files on my PC. I'm using a Dell Laptop running Windows 10 and is updated. I'm concerned that the flash drive may be failing so I'm trying to move everything on that drive to a new drive. The new flash drive is 32 GB. I began copying files to the new drive until Windows told me I needed more space. There is no way on earth I've filled 32 GB. Used space is 6.92 GB and free space is 22.3 GB. I've run CHKDSK, defrags, etc. I cannot seem to find anything that might give me a hint what the issue is.

Can anyone please give me some idea what to look for or how to fix the new thumb drive so I can move more than 25% of my files to it? Thanks for any help anyone can provide.
