Stuck on 10061

I ran into some download issues with 10074, but I think that was on the Microsoft servers end of things. However, suddenly 10061 (which has been working fine) is suddenly causing issues. I cannot open settings (it open for a second and then crashes). I can't open notification center or the start menu.

What's strange is 61% of my memory is taken up by Service Host Local System (19). Seems pretty high when I literally have nothing open.

Any ideas?

Weird. I opened task manager and killed the Service Host task (warned me that it would shut my computer down). It didn't shut down and now that the task is killed its running fine.
