Build 10074 Settings not working

I have installed build 10074 since four days, but so far can't try the feel of new settings because clicking in Settings option is Start Menu opens nothing. Can't hope for improvement through auto updates because they are turned off and can't be set on unless Settings are not working. Please help :crying:
