Critical error: Start menu and Cortana is not available. Sign out to fix.

I started my PC and I don't had access to the Start menu, so I restarted explorer.exe is task manager. So it restarted but it doesn't worked. I signed out and signed in and I got that error message. I restarted my PC and the error was gone and now works, but I have a question. What was that?
 
I started getting these last night on my SP2. Really? The Start Menu? The Start Menu! Every time I think that maybe, just maybe, I can avoid using that reset to Windows 8.1 option, the bugfest that is Windows 10 gives me a new reason to consider it.
 
I'm seeing this all the time now. Fourth login in a row I get this "critical error" after sign in. Then you sign out and sign back in again and things work.
 
I don't get critical errors, but from time to time I can't see the taskbar. Have to sign out to get it back...
