Two Step Authentication

I have been looking on both my Windows 10 phone and desktop to try and find an option to enable dual authentication methods.
What I am looking for is Windows Hello that will first read my face then ask for a PIN. Does anyone know if it exists?

You can add a pin, picture password, or change your current password by going into Settings --> Accounts --> sign in options.

I do not want only a Pin/Password/Picture, I want it first authenticate me using Windows Hello then ask for a pin / password.

Do you have a Windows Hello capable computer? You need specific hardware to run Windows Hello.
