Nov Update didnt show up.

hello, im an insider in the fast ring for 3 months now, and im still on the 10240 build (i didnt get updates cause of my region), but the nov update is not for insiders only, it was released worldwide for public and i still dont get updates, say that i have the latest build, I tried to disable the insider participation and and it didnt work too.
any ideas?

Just try update using iso - Media Creation Tool

Think you have to have the public release of W10 to receive the newest November Update. MS website says people the have had the public release less than 31 days won't see it until they have passed 31 days...
