Why can't I click on anything dealing with Windows 10!?

Everything else that i click works. I just can't click anything dealing with my computer at all.. I have a Toshiba laptop. only 2 years old. core i7. (not a touch screen) This recently just started happening. I can't click Cortana, the search bar, or anything that isn't on my main desktop. Please help me, i'm not that good with computers.
