How do I get rid of "Change settings that are currently unavailable" forever?

I don't want to get the "Change settings that are currently unavailable" thing on my Windows desktop, but I want to keep the UAC settings the same to stay safe. Is there any way I can get rid of the "Change settings that are currently unavailable" forever?
