Why am I not seeing a refresh option on my Windows 10 installation?

I'd like to use the refresh option (basically resets windows but restores all apps you've installed from the store and you keep all your files) but all I can see are reset and advanced startup. Why is the refresh option missing and can I bring it back?

Do a backup in settings and then reset your phone and restore that backup.

Sorry for not being clear, but this is for the desktop Windows 10.

If you do a SHIFT - Restart Windows will start into a mode where you can do that plus boot into safe mode and other this.
