Cumulative Update for Windows 10 for x64-based Systems (KB3116869)

Cumulative Update for Windows 10 for x64-based Systems (KB3116869). Keep getting "Failed to install on (date)". NO other updates will download, either. Everything seeps to be stuck. Get the message: "There were problems installing some updates, but we'll try again later. If you keep seeing this and want to search the web or contact support for information, this may help:" The update troubleshooter finds no problems. I have tried to reset the Update process per the instructions supplied by Microsoft. No results there, either. Long story short, I'm not able to get any updates. Anybody have a cure? I'm running a Dell XPS Desktop 2015, 64.

Yup, same here, stuck at 15% downloaded. In the past when my updates stuck I used the following commands to reset the updates:

Entered into the command prompt:
dism.exe /online /cleanup-image /scanhealth <ENTER>

dism.exe /online /cleanup-image /restorehealth <ENTER>

That was working but even that doesn't work for me now. Oh look.....another Windows 10 update problem. Fantastic.
