KB3119142 (Update for Microsoft Visual C++ 2012 Update 4 Redistributable Package) kept downloading in the Windows 10 Update app. Windows apparently attempted to reinstall it each time, and each time it installs successfully according to the log screen but it just kept reinstalling. If anyone else is experiencing this, this fix is:
Go to Programs and Features in Control Panel and right click on the MS C++ 2012 64bit listing there. Click on Change and then Repair. Restart your computer when prompted. I had the same problem since installing 11099. I found this answer on the Win10 Insider Forum and it worked for me.
