Why am I unable to read desktop icons?

Unable to read desktop icon

When a light background is displayed on my desktop, I am unable to read my desktop icons name / description, as the font characters do not have a shadow or solid background.

You can turn on shadow under icon text here:
Control panel>system>advanced system settings>advanced tab>settings button under performance
