Quiet hours bug. How to fix?

I just installed a fresh w10 on one of my notebooks and there's a strange thing happening every time I start windows.
The icon for the quiet hours is on. It means there's a circle with a line. I noticed that only the icon says the quiet hours are on but in fact it's actually off.
Is there any workaround to fix this problem?

So why after I turn it off it turns on again after a PC restart?

I just checked it on my dell tablet. Turned it off, restarted and it remains in off state. I do not know why you are facing this problem
