I had been having an issue where shadow play was causing the entire game to stutter (for any game that I used). The overlay icon (the one that tells you that shadow play is recording in the bottom right corner by default I believe) would rapidly appear and disappear while the whole game stuttered. I tried many solutions including disabling Xbox game DVR, changing the save location for shadow play recordings, reinstalling GeForce Experience, etc.
My solution: closing my groove music window. Opening the app caused the stuttering to return every time. The only other app that I tried testing this with is Netflix and that works fine, but if you're experiencing this issue try closing any UWP apps.
