Why am I unable to sync contacts with Microsoft Live account on my Windows 8 phone?

Unable to sync contacts with Microsoft Live account on my Windows 8 phone

Phone - Lumia 730, new purchase. Account was setup using the current Microsoft Live Account. The account syncs up with the phone but not all contacts are showing up in the phone - People Hub

Check in the People Hub if it only shows contacts with a phone number.
Under "People" you see "contacts" and under "contacts" you see "show"
So tap on "show"

Already done that, does not work

Also, I am not getting an option of Manual Sync for default Microsoft account.
