Changing the Tone of a Weather EAS Alert

This may be a 'noob' question. While I was on iPhone/Android whenever a weather alert was issued using EAS, it used a tone similar to the T.V. On Windows Phone however it make a pretty generic 'not important" sound. Does anyone know how this can be modified so that when I do get a EAS weather alert, the phone will make a sound that will pay attention to it more seriously?
