Edit all notifications?

I can't seem to find where the page is where I edit the notifications. It isn't the notification and action center,I mean the place where I change the notification for all the apps. Any help would be great,thank you!

I still don't get it, what are you trying to change?
All I know is that you can change stuff in notifications+actions something like that, but if it isn't those settings, then what?

I mean how I remember there being an option to choose a sound for notifications that would change all of them,instead of in the notifications+actions where I change the individual sound for each app
