Inner Circles Not Seeing all Contacts

I'm trying to add people to my Inner Circles and when I add and try to select from my contacts list, it is not listing certain people. Not sure what the issue is - most people are there and I can add them without problem, just certain people don't show. Thought it might be they were missing a telephone number, but checked the contacts and this is not the issue. Any help appreciated.

Are you sure they are added to your contacts from you personally typing in the phone number and not being listed from facebook?

Looks like it was a synchronization issue with Outlook. I had to force a new sync using Outlook Connector and now all is well. Not sure what happened to the contacts in the first place though that was not allowing me to add them to Inner Circle though.
