HOW do Lumia 521 (unlocked) get 8.1 without T-Mobile carrier?

hi all - how (where) do I get 8.1 for my Lumia 521 (unlocked)?
I don't have a carrier, but i'm expecting to use H2O (ATT) - from my experience, H2O doesn't really have "support."

You may use Nokia Software Updater and flash the rom of Cyan...... Or make an account of Preview for Developers....

But remember to first backup all your data..... You may lose your data while following the procedure of flashing the ROM using NSU.....

Since the 521 was only made for T-Mobile, you will most likely have to wait for them to release Cyan. As far as I know you can't flash a 520 ROM to the 521 since Nokia Software updater and NCS read them as different models.
