Got the same error. Wonder if Windows bother if we cannot get anything at Windows Store having this error? They should be able to help us !

Common fixes are make sure the date and time are correct...

Remove any data restrictions in Data Sense...

Try to sync your Microsoft Account manually: Settings > email + accounts > hold down on the account name and tap "sync" from the popup menu that appears.
