Why doesn't my Windows phone have windows?

This isn't a problem, just a question. Why doesn't my "Windows" phone have the option to display multiple apps in multiple windows simultaneously so I don't have to keep switching back and forth between apps?

Just not built into the operating system. Not really much more to it than that.

Long pressing the back button with different apps open shows multitasking.

Simply put, because your screen is small. Unless you have a very large phone, you just wouldn't be able to see much if your screen was split in 2 or more windows. That being said, Windows 10 is anticipated/wished to support multiple windows, especially on larger phones and phablets.
