On my W8.1 PC, why is the Windows button in bottom left no longer clickable?

W8.1 PC - Windows button in bottom left no longer clickable

I am using an ASUS Gaming Laptop running Windows 8.1 Basic. The small tile on the task bar is no longer clickable, and does not react to my mouse at all. Rebooting does not work.
