Why is there no quiet hours in my quick actions

I have a Lumia 630 dual sim and followed the steps to find quiet hours but can't see it in quick actions

If Cortana is enabled on your device, go to Settings - notifications + actions. You can change the quick actions from there by changing one of the four icons at the top to quiet hours.

I'm pretty sure Quiet Hours has to be enabled and set up before you get the toggle in Quick Actions. It should not be Cortana specific, Cortana just mimics (reads and copies) whatever you set in Settings > quiet hours.

I have it in mine. You have to put it there. It will read quit hours once location is turned on. I have location and quiet hours in my quick actions side by side for ease. Once you hut location 1-2 seconds later the tile will read quiet hours and then you can turn it on. When location is off the tile will read disabled.
