How do I force my Lumia 1520 to update?

I just bought a used AT&T Lumia 1520 off of ebay. It is running Windows 8.0. It updated a few times, but now won't update any more, even though it's still on 8.0 (and Lumia Black.) I really really really want Windows 8.1, but can't get it, whenever I hit "Check for Updates" I get the annoying "Your phone is up to date." message. I've probably checked 25 times in the last 24 hours. I tried Lumia Software Recovery Tool but when I plug it in it says an update is available (02061.00074.14273.33019) but the download always stops between 70-90% and never ever finishes ? I've literally tried it at least ten times.

Ugh. This thing is a problem child. Any ideas on either getting the phone to normally update or getting the Lumia software to actually finish its download so I can manually update??

Maybe that is why it was on eBay;
Have you power cycled the phone?
Have you done a soft reset?

Interesting, what was the "updated a few times"?
