Why isn't some time in the mobile and sim option switch shown?

some time in mobile and sim option switch are not shown

In this case I was unable to call and browse internet the option to switch on mobile data get hidden if I had called somebody I cant cut the call last option to get rid of its to switch off the phone but it take too much time in comparison to normal switch off
