Why does the language bar in Windows 10 not act like the one in Windows 7?

In Windows 7, when I switched languages (I do translations), the new language only worked for the window that was open when I changed. This was great, since I could keep a dictionary program open in Russian while my text was in English. I didn't have to manually switch the language bar back and forth. By changing open windows I automatically changed languages. Now, in Windows 10, I have to press the Windows key and space-bar every time I switch windows. It's hard to get used to, and I often type a whole line of gobbledygook before I realize the mistake. Is there a way to fix this?
