Displaly Settings and Personalize option not working

I have installed Windows 10 build 10074 last night. To adjust screen resolution I clicked Display Settings from right click menu on desktop. An error message appeared saying that this file has no program attached to it. Same happened with Personalize option.

This low resolution doesn't make entire contents of a web page visible. Any solution please?

Can I attach screen shot with my question? if yes, how? I have looked around for attachment option but found nothing.

I think everyone has the ability to insert images? OR you might be restricted if you are a new user and don't have a minimum of 10 posts..
