Can the handwriting recognition system in Windows 8.1 work the same way as Windows 7?

I have an old Asus EP121 Slate that is slowly falling apart and I would like to replace it with something like the SP3. After playing with the Surface Pro 3 for a bit, I, found some deficiencies.

First, the input box can't grow or be made larger. You have two lines and that's all. Is there any way to increase the number of lines in the input box? If not, is this because Microsoft is trying to get people to use the application, such as OneNote as the direct input?

If this is the case, does the recognition system that underlies the Ink to Text the same learning system as the system that underlies the writing input textbox? My experiments with the Ink to Text have been pretty disastrous.

Also, is there a "Report handwriting recognition errors" function in Windows 8 or 8.1? I cannot find it anywhere.
