I Can't Open Anything!

Hi there. I installed Windows 10 a few days ago, and it was working fine. After a few days, I noticed that the search bar and start menu weren't working. This made me pretty angry, but I got on with it. Now, I can't open settings, the action center- any program that could possibly be of any help to me, of course. Is there anything I can do? I was planning on just performing a Reset, removing all my files- but I can't exactly do that without access to Settings or anything else, right? I was going to do a Clean Install as well if that didn't work, but I really don't know what else I can do now. I can't even create another user profile to see if the Start Menu works on that.

I had a similar issue. I had to un install and then re install but now both of the My Pictures and My Music folders are empty!!!!
BACKUP before you do anything!!!!
