Why can't I tether without a password?

The Samsung Galaxy S4 allows tethering without a password, but since I deactivated my S4 and bought a Nokia Lumia 635, well... I can't tether without a password. I mean, the Samsung Galaxy S4 has an option to use tethering without a password, but the Nokia Lumia 635 doesn't. Whenever I try to leave the password field blank, it asks me to add a password, so I am forced to add one. When I change the "Share data connection over Wi-Fi or Bluetooth" to "Bluetooth", the broadcast name and password field disappears. But I'd like to tether without a password. Why can't I do so without having to have a password? I mean, the Samsung Galaxy S4 lets me use tethering without having to enter a password.
 
the point of a password is to tether without some random Joe downloading Skyrim on your dime without you knowing. may I ask why no password is important? A simple password could probably suffice. its just the way the thing was done

over Bluetooth can potentially work.
