Why cant I install mobile apps from the website ?

For some reason I am unable to install apps to my mobiles from the MS website. The Get App button is greyed out .. any suggestions please ? I have an account and credit card details are up to date !

The functionality disappeared when they started transitioning the store to W10M. It has not reappeared yet.

I've not seen any updates on this issue.
