I want to develop apps for windows phone but I am a little confused regarding where I should start. At this point of time when windows 10 mobile is about to arrive, does it make sense in learning wp8.1 app development ? Or should I directly go for windows 10 UWP apps? Pls tell me how I can go about making my own apps and what knowledge/tools would be required. Thanks!

Go to dev.windows.com to get started.

Thanks. But what I actually meant to ask was whether I should start with wp8.1 apps or windows 10 mobile apps.
And if I do begin with windows 10, would there be a problem because I don't know about wp8.1 apps?
Is it necessary to have some knowledge of making wp8.1 apps before starting with win10 apps?

No, you just start with win 10 UWP apps. The documentation is pretty much shared or the same between 8.1 and 10.
