why does my phone keep restarting when i open an app

My phone keeps restarting when I open an app I tried hard reset but it restarts even then and tried windows device recovery tool but it restarts even then it works normaly when I don't open any app please I need help and don't say to try the nokia care center because its too far from my home and I realy need some help that I can do from home and I CANT HARD RESET NOT NORMALY AND NOT WITH THE BUTON COMBINATION IT DOESN WORK IT JUST RESTARTS AGAIN AND THE WINDOWS DEVICE RECOVERYTOLL ISNT WORKING EITHER AND DONT RECOMEND THE NIKOA CARE
