03/01 W10 update broke my start menu and toolbar?

Windows Central Question

For the second time a windows 10 update has rendered my start menu unusable and eliminated all icons from my toolbar. As a consequence I could not access the Settings menu or Control Panel to to find a possible solution. Ultimately, I used Task Manager and the command prompt to use the application rstrui to access a Restore Point that returned my system to its previous state before the update. Why do windows updates continue to break my system? Is there anything I can do to avoid these problems?

Create a second admin account. You'll be able to get to all of your files via C drive anyways.

This isn't a solution, but it can save you some time if you need to do urgent work.
