Why is my RM 1071 stuck on reloading Windows logo when trying to turn on and how do I back up?

My Windows RM 1071 won't power on. It is just constantly stuck on shoing the Windows logo, and little white dash top left and vibrating. And then re-cycles through the same thing. I have tried hold down On/Volume Up/Volume Down for 10-15 secs, but no luck.

I've tried to connect to my computer to back up photos and videos, but no response there either.

Try volume down + powerbutton until phone vibrates, then let go and wait (not sure from your description if you did that or some other combo)

If that doesn't work download the windows device recovery tool and select "phone not detected" if needed
