Slow ring build 14295.1005 on Lumia 950 dual sim has disabled most settings. Need to force reset

You can probably hard reset through the device recovery tool

For a soft reset you can hold down the Volumne Down + Power buttons, but I'm not sure if this will fix anything for you.
