Why won't my phone load, it just keeps rebooting and won't charge?

phone wont load keeps rebooting and now wont charge when pluged in

once past the lock screen its then black with a circle saying loading and cant do anything with it plus now it wont charge

which model and which OS?
You can try using windows device recovery tool to reset the phone
