All apps not showing in notifications

In windows 10 mobile production build and fast ring build all the apps are not shown in Notifications and actions sections to manage the notifications. Many apps are not sending notifications..

Soft reset (hold vol down + power 15 secs)

I found out that app will be shown in notification section only after the first push notification from the app.. I tested it
