Are "always connected PC's" changing the world? Yes, or no, is it more complicated than that, or is it too soon to be asking?

Re: Are "always connected PC's" changing the world? A year later does the average consumer even know

What's changing the world is Chromebooks. https://betanews.com/2018/10/22/nz-chromebook-linux-kiwi-edu/

This story will be played out hundreds and hundreds of times over in the next decade guaranteed. Chromebooks have already taken over US education. The US is a model for the world.

Developers all over the world are flocking to Android. Why? Because that's where the customers are at... in Education... in Consumer... and eventually in Enterprise. Developers are discontinuing supporting for UWP. Microsoft themselves have abandoned their own platform.

How can Always Connected PCs survive without developers? Without apps? They can't?
