Windows 10 desktop running at only 30 fps.

Hi,
I have this issue which locks the windows desktop and all ui elements incl tabs,windows and animations.all windowed apps are also affected.is there any solution.
My system specs:
CPU. Intel xeon w3680 3.4ghz
GPU. Amd rx 570 4 gb
Ram. 16 gb ddr3
Windows is running on ssd and latest gpu drivers are installed.
