There seem to be a few culprits for this issue, on a few Surface Pro 3's (But also on some others it is "Runtime Broker", the thing to do is to open task manager and have a look, if you see Runtime Broker using 10% or more CPU try shutting down the process, if the device responds to this, try turning off what appears to make it go into overdrive.
Go settings/system/notifications and actions and turn off "Show me tips about Windows".
This simple action sorted the issue out on my Surface Pro 3, my wife's Surface Pro and a few other machines that have responded on a couple of other posts regarding overheating.
Given it is such an easy thing to try, what have you got to lose, but no promises because other factors could be causing the issue for you, but it certainly worked for me.
