, I am not sure about Windows 11 but in Windows 10 there is a legacy onscreen keyboard that stays on the screen till manually closed.
Also if the default onscreen keyboard does not show, than maybe you have turned it off in the Settings of Windows 11. Certain legacy/older programs also do not work well with the default onscreen keyboard, you could use the earlier mentioned legacy keyboard or a 3rd party onscreen keyboard.

Settings>turn system icons on of off>touch keyboard, flip the switch
